Early Life

Dr. Ikramuddin Kamil is the Acting General Consul of Afghanistan in Mumbai, representing the interests of the Afghan government and its people in western India. Before this role, he served as the Deputy Director General at the Ministry of Foreign Affairs of Afghanistan, focusing on transboundary water and border affairs.

Career

Dr. Kamilโ€™s academic background is rooted in international law. He holds a BA and LLB from the International Islamic University in Islamabad and completed his LLM, MPhil, and PhD at the South Asian University in New Delhi under the SAARC Silver Jubilee Scholarship. His doctoral research examined the โ€œStandard of Review under International Investment Law,โ€ and his MPhil focused on the application of international law to transboundary water resources in the Amu Darya Basin.

Present Role

In addition to his diplomatic responsibilities, Dr. Kamil has made significant contributions to academia and research. He worked as a research associate at the Tarzi Research Foundation, addressing issues related to Afghanistanโ€™s water resources. He also taught as an assistant professor at Bakhtar University in Kabul, delivering courses on constitutional law, comparative legal systems, and international law. As a trainer at the Indian Institute of Foreign Trade, he supported Afghan officials in understanding trade law and policy.

Dr. Kamil has actively engaged in scholarly activities, presenting papers and publishing articles on topics like water rights, regional treaties, and international law. His work has been featured in peer-reviewed journals and international platforms.

Fluent in Pashto, English, Hindi, Persian, and Arabic, Dr. Kamil is committed to fostering positive relations between Afghanistan and India, while supporting the Afghan diaspora in preserving their cultural heritage and addressing their concerns.
